Probably those reports upgraded inclusive STD20 due to them having the service prior addon RM10.

So many promotion to satisfy different group of customer. Probably they are using some big data analytical system to pin point what type of package to target certain type of customer scenarios. That's why some of the forumner were denied some promotion package.

Unfortunately for TM, they did not prepared all their promotions for all scenarios at the same time. Else, they might avoided all these disgruntled customer who were denied promotion, which might qualify to another promotion that had not been live yet.

You've already answered yourself why TM can't offer you any upgrades.
