Cheras is very big. From Yewlek (Yulek) onwards to Kajang it's considered the jam part of Cheras due to the never-ending constructions and developments. The part of Cheras that's closer to Taman Maluri is considered less congested but it's very very matured.

Nope, there are still Shamelin, Taman Pertama, Permaisuri, Bandar Tun Razak, and Taman Midah. It depends on where's your destination. If it's KL, all the mentioned tamans especially Shamelin and Taman Pertama, you can reach KL much faster as compared to say Connaught. Traffic within the roads of these tamans I would say are much less congested if you compare to that road from behind UCSI heading straight into Bandar Damai Perdana.

Buthen again, all of the tamans mentioned are already very matured, thus the houses also quite old. If you wee to purchase any of those now, the down side is you probably have to spend quite a bit on renovations especially wiring and all. And because it's closer to city, it's not any cheaper than any of those newer properties further away. Also, some people would want to have consistency on the house facades/designs. Say if you purchase and renovate, your neighbours might be still the same old houses filled with old furnitures or unused stuff on their front yard.

So in the end it's about what you want.
