Agree on the rental part but its always good to have your own equipment.
Weight part is not so accurate. More weight is to make you neuturally buoyant. It wont make it harder for you to move. But because he is bigger in size so that is the main thing contributing to it. But... that being said, with practice n streamlining there is no issue.
Next. CESA, is not about the consumed oxygen. Its about how you breath out when you fin upwards. Just whistle and slowly go up.

Pulau Bohey Dulang, 1 dive in Twin Rocks dive site to spot Pgymy seahorse at 22m. 1 climb up to the peak of Bohey Dulang of course.
Pulau Pom Pom: Muck Dive x2, hopefully can catch a glimpse of bull sharks and blue ringed octopus
Pulau Pandanan: Sting Ray Site...
Pulau Timba - Timba, Pulau Mantabuan:  couldn't recall what I see last time... have to check back my log
Pulau Mataking: Post Office/Wreck on 19m
Pulau Sibuan: Mandarin Bay (many goby, dont recall seeing any mandarin fish)
few more to explore... exploring some new sites as well...

Pulau Sipadan, Mabul, Kapalai will be skipped this round.

Some will charge you extra, some will take the 1st dive as refresher. Generally the "check out" dive will be the 1st dive and is dived at a calmer n easier location.

There is membership of 75AUD which covers evacuation and consultation. Than basic insurance of 95AUD. If you call them during emergencies they will settle everything for you.

Yes. Dive assure is cheaper by 20ringgit or so after conversion. I choose DAN because some of my friends say the service is much better.

Hmmmm. Which part of Sabah? For me I feel there is not much difference as long as you are comfortable with the plan. Diving is not just about the dive sometimes, its also about the holiday.

You can dive longer if you ignore your decompression limits or if you use nitrox. Other than that its just you can suck all the air you want and still not run out.
Yes there is a tendency for the low on air tank to push your face downwards at the surface. You just need to unclip the bottom of the tank from your waist and hang loose. I am no expert with this also because I need more practice.

I am not a medical doctor so i cant give you an accurate answer but I dont think it has that much of an effect. DCS is more related to depth and amount of fatty tissue you have. You breath in more Nitrogen if you breath in fast but you also breath in more Oxygen.
