interesting article.

This is the main cause of the issues for the project;
It was scheduled for completion over 16 months by September 2020. However, this was delayed due to technical difficulties from inaccurate subsea soil data provided by the client Yunneng as asserted by Sapura.

Petronas has awarded Kasawari CCUS FEED competition to 2 bidders.
1 in Malaysia and 1 in the Middle east

However, Wan Muhammad Amin did not specify the deadline for Serba Dinamik to release the FFU.

It is also understood that Serba Dinamik could exercise its right to appeal against the court's decision to not grant it the stay of the court's order at the appellant court.

Senior Counsel Datuk Loh Siew Cheang, who appeared for Bursa Malaysia, said the oil and gas service provider has yet to reveal the impact of the FFU on its business, financial status and operations and the timeline to carry out and complete each proposed course of action.

He pointed out that Serba Dinamik has to furnish biweekly written updates to Bursa Malaysia.

"An order directing them to complete the special independent review which still remains incomplete and if premature resignation of EY Consulting to continue as independent reviewer, or termination of EY Consulting, they should appoint another independent reviewer," he argued in objecting to the stay.

Thailand’s national upstream company PTTEP is closing in on the award of a front-end engineering and design contract for its significant Lang Lebah gas project offshore Sarawak, Malaysia.

The project has been in a pre-FEED period for some time due to the need to adjust the field development plans to reflect additional reserves, carbon dioxide management and looking at possible synergies with the nearby B14 field.

In its December 2021 quarterly report, PTTEP confirmed that FEED is expected to start in early 2022 and the final investment decision is expected in 2023.

The offshore upstream development concept for Lang Lebah is understood to include a large offshore central processing platform weighing 20,000 tonnes; two wellhead platforms; a flare platform; bridge links and subsea pipelines for gas and condensate.

PTTEP has said that initial production capacity will be between 600 million and 800 million cubic feet per day of gas.

The operator has also said the Lang Lebah-2 appraisal well had “exposed a capacity upside of gas” of up to 1 billion cubic feet per day.
There is also a significant onshore component to the project which is being finalised and will be the subject of a separate FEED workscope.
Produced gas will flow via pipeline to an onshore processing plant dubbed OGP-2, and extracted CO2 will be piped back offshore for injection at the depleted Golok field, according to Petronas’ Malaysia Petroleum Management (MPM) presentation at the launch of the nation’s 2022 licensing round.

Ernst & Young Consulting Sdn Bhd (EY Consulting) said Serba Dinamik Holdings Bhd had known from the day that it was appointed that Muhammad Syahrizal Abd Rahim, who is a partner in E&Y PLT and a registered auditor, would be conducting the special independent review (SIR) that was required.

At the High Court on Wednesday (Feb 16), EY Consulting's counsel Gopal Sreenevasan argued before Justice Datuk Ahmad Fairuz Zainol Abidin in online proceedings that the term special auditor within Paragraph 2.24 of the Main Market Listing Requirements (MMLR) does not necessarily mean an auditor per se as the scope is wider, because it has nothing to do with audit or financial numbers or accounts or financial statements.

“It has to do with ascertaining whether the findings made by the statutory auditor of Serba Dinamik, namely KPMG, [were] correct. We say that the words should mean something other than the statutory auditor should be given emphasis.

“Furthermore, as shown, Syahrizal who is appointed — and this was informed to Serba Dinamik — is a partner in E&Y PLT and recognised as a qualified auditor as shown. Prior to the release of the FFU [fact-finding update] there had not been any problems regarding EY Consulting's status,” he added.

Gopal was rebutting claims by Serba Dinamik’s counsel Mak Lin Kum that EY as a consulting firm had not been recognised by the Finance Minister as an auditor, and that it had misrepresented itself as an auditor within the meaning of Paragraph 2.24 of the MMLR.

Mak had earlier referred to a letter from EY Consulting dated July 2, 2021 which referred to Paragraphs 2.23 and 2.24 of the MMLR to conduct the SIR of the statutory audit by KPMG, Serba Dinamik's former external auditor.

“The firm Ernst & Young PLT is a recognised auditor while EY Consulting is not and it is not registered with the Audit Oversight Board. Hence, my client is taking issue on that and hence questioned whether EY Consulting should be allowed to reveal the FFU and other findings in the first place.

“Hence, Serba Dinamik contends that the appointment of EY Consulting should be declared null and void and ab initio,” he said.
