Conte isn't the manager. he is 1st team coach. the board does all the transfer and loans.
players request to go loan if they feel like they dont have a good chance squeezing into the first team/need more game time : RLC / Zouma
others request to transfer : Matic, Chalobah and Ake
on top of that, its World Cup soon, gotta get some game time to impress.
Conte wants more reinforcement, especially to fight in UCL, something he doesn't have a good record for.
But seems like the board is more interested in shipping out players instead of bringing in more personnel. the rumors is now we are going for at least 3 or 4 more players to bolster squad depth, but all talk so far.

the club isn't loyal to the managers either.
and the squad is too thin..
all waited for 1st july for player signing announcements. end up we ship out more than we bring in.
