This is the chronology:
Buyer A bought earlier, early in june or late may, can't remember when. Collected unit. This was sold elsewhere and not in LYN.

I got two new units, started selling

Memoling paid 1060 2 weeks later. I reserve one unit for him

Due to high demand I raised the price

Buyer C paid RM1200 this week - I reserved the last unit for him

Buyer A, who has been complaining issue over the last couple of weeks, decided to get a replacement. I have done so this weekend.

As I have one unit left and two buyers, I prefer to sell to the one who can offer higher, though giving priority to Memoling since he bought first.
I only have one unit remaining and two buyers. So who do I sell to? Both already paid.Even in a contract situation, there is an exit clause.

i dun see why so hard to decide who gets it, the one who first paid in full gets it lo.

No crime was committed.  Singapore police won't take any action.  They would probably ask the buyer to pursue a claim with the Singapore Small Claims Tribunal.  But that is also not likely to succeed because the buyer agreed to the refund, grudgingly of course.  He didn't really have much of a choice.

Is breach of contract under Civil act and is cheaper solution compare to law suit also highly effective for SELLER to response ...

Breach of contract is under civil law.  Not criminal law. 

Cheaper solution is to go to the Small Claims Tribunal.  No lawyers needed so no need to pay lawyers' fees. 

In any case, even if successful (not likely as the buyer agreed to the refund), the damages awarded won't be much lah.  Probably only the difference of buying a new card at market price vs the price the seller was selling originally.

Yes is civil act, Singapore and most Foreign country treat E-commerce very serious and does have specific act for it ...... if buyer agree and accepted refund that might not be a case, else it can.
Honestly most malaysian don't understand their civil right, root cause of all evil.
