Sorry bad advice... that's how I feel anyway... the responsibility is clearly the residents for dumping trash in the proper place. They should place trash in the rubbish bins like they're supposed to.

I don't live in a condo so I dunno what are the rules available and if the neighbour can be punished... check the rule book.

Malaysians still haven't gotten used to the culture of living in high-rise that's why I do my best to avoid living in such place. Too many inconsiderate neighbors
