Since nicehash is gone, I have tried mining using the WinMiner. It is so unstable and keeps failing to download the GPU miner properly. I guess there is no other alternative easy-to-configure mining programs already right?

I think software does not give an accurate result. Usually, people use external meter to measure the total power consumed via the psu.

i pull a 4mm cable direct from combiner box with MCB, i think inside the combiner box should have a SPD. or need dedicated special one to this wire ?

That looks normal given that RX580 max TDP power draw is 185W. Here is my GTX1070 pulling out max TDP of 150W with OC +150MHZ/+250MHZ, PL100%. I am mining equihash thou

440-450 H/s overclocked. Reducing the power limit to 70% gives me around 400 H/s.
