If. Electricity + hardware cost is not a concern here, why not just put it to mine?

I doing it for around 0.01btc for 45-60days. Since my pc + electricity is not a question here.

Is getting 2x Gtx1060(3gb) better than 1x gtx1070?

i met this problem with my gtx970 mining.

using nicehash:
mining with cryptonight(Daggerhashimoto same)
the whole system becoms very lag. But the CPU/RAM/SWAP usage is normal.no major spikes or high load.

is it due to low vram?

GFX power : 78% limited.
even if i use it to run at 100%, the perfromance of cryptnight and the lag is the same as 78%

anyone encountered this before?

Some m.2 slot has the pcie compatibility also, but need to find the respective riser. Gigabyte h110-d3a is one you can find quite easily here at around RM400 that can do 6 gpu out of the box.
