In the sense that most psu have a efficiency range between 40-70% thereabout... so if you draw too little.. too much power will be wasted as heat.
It won't be much in terms of $$$ but think of the furry lil animals

btw, for Enermax PSU...their efficiency is around 80%
their infiniti series got "80 Plus certifications"...with efficiency of 80-85%
