Nowadays new build desktop should come with at least single 8GB RAM in my opinion.

If you just browsing, 4gb is enough. All 2-3k price laptop only have pre-installed 4gb RAM. Not make any diff if it is desktop

But make sure you use an SSD for your OS if you are using 4GB of RAM. Else, you may suffer like I did.
