Get police report and go to bank and request to freeze the account. When you made police report, you should emphasis them to open file to investigate this person and request bank to perform freeze

You won't get the airdropped IND if your PAY tokens are on an online exchange.
Storing tokens on an online exchange means everybody is putting the same tokens into that exchange's single address, so it also means that when the airdrop happens, it is the online exchange that will get the IND, not you.
Unless the online exchange takes the trouble to distribute all the IND tokens to all the individual account holders, like they did when BCH came out.
But that's usually not the norm.
The snapshot was already taken on 18th Aug 2017, so if your PAY was on Bittrex at that time, then it's too late to do anything now.

All tokens that are deposited to any online exchange, are deposited into that exchange's own address.
That's why you can see, for example, that Poloniex will own 50,000 BTC or Bittrex owns 300,000 ETH or whatever (as an example).
Then, these exchanges just keep an account of how much they "owe" each depositor/account holder.
You don't own those tokens anymore......you only have an "IOU" from the exchange.

That's why it is so dangerous to keep tokens on an online exchange.
If they get hacked, it means that the tokens are stolen from the exchange's own address.
And you are basically trusting that the exchange won't suddenly close shop one fine day, and not give you back your tokens.

Best case scenario: NEO has a great network in China plus govermental contacts. They will help regulators to better understand the market and hence, help to work out an ICO (regulatory) plan that fits concerns of the Chinese government.

Most likely case scenario: Chinese goverment will implement their own plan for ICO's. This will help to get rid of scam ICO's. So after all a good thing. Only growth of NEO will be slowed down a little but therefor be more sustainable (no ICO bubble like Ethereum had).

Worst case scenario: Chinese government will ban all ICO's for the chinese market. However chinese marketer will still be able to buy these coins after market launch on exchanges. And last but not least: NEO still has more to offer than Ethereum (all advantages are over this board) - don't narrow your view to the Chinese market. They always said they will expand their relations globally - and we have all witnessed this. That's why they rebranded to NEO. Stop FUD if you believe in the project and team.
