3800 is a strong support which has been tested a few times before. If it went through 3800 in a 4H frame then it should slide further down. Otherwise if it makes another high and above 4K, then the bear should stop.

and also how to evaluate an ICO (from order of importance)

1) VISION - What is the PAIN/SCALE? Meaning is it solving an annoying/frustrating problem? And how far-reaching is the problem? THIS IS THE MOST IMPORTANT factor. A product that solves huge problems for huge amount of people is always going to be a successful product.

2) TEAM - Who is working on it? The team has to be transparent, communicative, capable (has related background and good in what they are trying to work on), and preferably a huge team.

3) PRICE - The lower the starting price, the further your money can go.

4) SUPPLY - The lesser supply it has, the more valuable it is.

5) HYPE - Is there hype in Crypto circles? A hype will at least make an ICO survives the first week it's out, but this is the least important factor among all 5.

I'd rather look for other opportunities. ICO to public, especially pre-sale, can easily generate a few X returns. After that, it's just pure speculation. There's always another good project lurking around. Just need due diligence.
