go for the fuji F series. i donno F30 is still available but it's newer version F31 should be ok too. i bought my F30 especially because of it's low light no flash capability. & surprisingly even flash photography is very good - the i-flash system does not make blown highlight on the face, especially in combination with high ISO.

ISO800 on this fuji is amazingly low noise - no competitor there...
