The local joint venture with Kenanga, i.e. Rakuten Trade is still profitable, but the Japan head office is not in a good shape.

It's hard to tell and depends on a lot of factors (e.g. the importance of Malaysia market for Rakuten Securities, the margins, cash flows etc.)

Check the finances of your broker first.

It would be easier if your broker is listed publicly and separately (e.g. IBKR, Futu, Tiger, TDA etc.). Kenanga, one of the JV partner in Rakutan Trade is publicly listed in Malaysia, so you know their finances easily. Rakutan Securities Malaysia however is a subsidiary of the Japanese company, so you can't look into specific details about the MY company finances, but the parent company Rakuten Securities has published results for your reference though: https://global.rakuten.com/corp/investors/.

Further up the chain, Rakuten Securities is part of the whole Rakuten Group, so the financial health of the overall group, any scandals or bad news etc., reputation, firm management stuffs may have effects on the securities subsidiary, but influence to what extent really depends on the importance of profit/revenue stream from the securities division to the overall group and also the overall group's business decisions.

It is the later part (business decision) which is mentioned in the article I shared. You can do the maths and check the reports/financial statements to figure out the impact of Rakuten Securities's business on the group.
