What is the software you are using to download? Some languages like Java has weaker network connectivity, hence less line hogging. smile.gif

Yup, for that purpose it is ad-hoc. If you set the QoS on IP level, all the traffic will be limited. If you set it on port 80, his all web-related packet transfer will be throttled.
Looks like the only way is to do so is to set by remote IP address+local IP address combination, but it will be a big trouble if he is downloading from multiple sources. So the rule is very specific.
