i think they just block those who are abuse to use their network ( those who use 100Gb per month perhaps? )
it is usual as their parent company also throttle customer speed if exceed certain amount of data (GB) as they want to be fair to other user.

as what i know, my friend around me are satisfy with their webe. speed and coverage is good. it can get 40 50mbps on webe LTE network which is much more better than umobile.

there should be a reason why webe block the user and why they want to do it.

do u use volte? if yes then it might be lte not stable issue, just switch it off.

u can pay your postpaid bill with prepaid top up. (only for umobile)
