I also think the same, merchant did not upgrade their terminal.Just this week 14/5 I swipe RM 300 using my visa card and no need pin but require to sign.
After that got SMS "RM0:00 MBB: Please use your 6-digit PIN for future transactions with your MBB Card ending ****. Set PIN via M2U or call 03-79490708 phone banking assistance"
