“Pegawai ATM pula, gaji Pegawai Kadet berkelulusan Sijil Pelajaran Malaysia atau Sijil Vokasional Malay­sia bermula RM1,500 berbanding RM1,104 sebulan,” katanya selepas menyerahkan kunci Rumah Keluarga Angkatan Tentera (RKAT) di Sekolah Mene­ngah Kebangsaan Desa Tun Hussein Onn, Setiawangsa di sini, hari ini.

Menurut Hishammuddin, pegawai berpangkat Leftenan Muda dengan kelulusan Ijazah Sarjana Muda (pelbagai jurusan) dan Ijazah Sarjana Muda Undang-undang yang telah ditauliahkan bakal mempe­roleh gaji RM2,585 dan RM2,730.61, berbanding RM2,411.85 sebulan.

Katanya, pemegang Ijazah Sarjana Muda Kejuruteraan pula bakal memperoleh gaji baharu RM2,876.67 berbanding RM2,703.37 seterusnya pemegang Ijazah Sarjana Muda Per­ubatan Veterinar pula menikmati gaji RM3,022.13 berbanding RM2,593.94 sebulan.

“Bagi penjawat awam di bawah Kementerian Pertahanan pula, kerajaan bersetuju menetapkan gaji permulaan terendah baharu sebanyak RM1,200 berbanding RM802 melibatkan 11,813 kakitangan.

“Penetapan gaji terendah baharu ini akan memberi kesan langsung terhadap penambahbaikan Jadual Gaji Minimum - Maksimum melibatkan kenaikan gaji tahunan antara 10 hingga 41 peratus,” katanya.

Mengenai RKAT, Hishammuddin berkata, sebanyak dua blok perumah­an melibatkan 160 unit kediaman telah disediakan bagi mene­mpatkan anggota lain-lain pangkat ATM termasuk ahli keluarga mereka di Desa Tun Hussein Onn.

Katanya, pembinaan perumahan yang menelan kos RM11.2 juta itu disediakan selepas beliau meng­adakan lawatan mengejut di lokasi yang sama pada 2 Februari lalu.

+ age 45 retirement is option, the compulsory retirement is at 56

MANILA: Militants who landed on a Philippine tourist island triggering deadly clashes with security forces had planned to stage a mass kidnapping, the military said on Wednesday (Apr 12) as it pursued five fighters still on the loose.

The army said the Abu Sayyaf group, notorious for a kidnap-for-ransom spree that has targeted foreigners, had planned to snatch up to a dozen tourists around Easter Sunday when resorts are packed.

The group of 11 gunmen landed by boat on Bohol - one of the country's top tourism spots - sparking a gunbattle with security forces on Tuesday that left six insurgents dead and also killed three soldiers and a policeman.

Five Abu Sayyaf gunmen, along with an unknown number of local collaborators, remain at large after the clashes which took place in a rural district, said military chief of staff General Eduardo Ano.

Ano said the gang, which arrived on three boats, had planned to acclimatise in the area and send scouts into resorts to scope out kidnapping targets. "They are expecting probably to kidnap four or five persons per boat, so at least 10 to 12 kidnap victims was their (overall) plan," he said.

The Abu Sayyaf launched the strike from their remote stronghold on the lawless southern Philippines island of Jolo, which is about 500 kilometres (300 miles) away from Bohol.

The island is just half an hour's boat ride from Cebu, another major tourism draw. The incursion is the first on a major destination in recent years by the group, which pledges allegiance to the Islamic State.

Ano said the Bohol plan was put into motion late last week as millions of local and foreign tourists prepared to hit the country's beaches ahead of the Easter holidays.

Philippine intelligence agencies got wind of the plot last week, and alerted the military and foreign counterpart agencies, though authorities lost track of the gunmen in the open seas.

The US and Australian governments later warned their citizens about possible "terrorist" abductions in Bohol and Cebu.

Ano said the five remaining fighters fled after an overnight siege near a remote village. "They are all running for their lives," he said.

Helicopter gunships were used to bomb the militants, who fought back with high-end sniper rifles while holed up in a concrete house, according to officials.

Ano said that among the dead was a key Abu Sayyaf leader known by his alias Abu Rahmi. The claim could not be independently confirmed. He said Abu Rahmi was behind a 2015 raid on the southern island resort of Samal in which four tourists - two Canadians, a Norwegian and a Filipina - were snatched.

The two Canadian men were beheaded last year while the Norwegian man and the Filipina were freed unharmed.

Ano said Abu Rahmi's group also attacked a German couple on a yacht at sea last year, murdering the woman on board and taking the man hostage. He was later killed.

Authorities in Cebu, an island of nearly five million people, warned their citizens about potential kidnapping raids following the Bohol attack.

"It is unlikely that they have the operational capability to do further damage now. However, other elements may exist," Cebu city Mayor Tomas Osmena said on his Facebook page.

As the government moved to contain the fallout on the lucrative tourism industry, the military said it would repel similar incursions.

Authorities said some 100 residents had fled the fighting. Hoteliers and visitors told AFP the incident had not affected tourist traffic on the island, though there was increased police security.

'WOEFULLY INADEQUATE'

Over the past year the Abu Sayyaf has been expanding its activities from its main Jolo base in the south where the military launched an offensive last year.

Its boat-riding gunmen have been boarding commercial and fishing vessels and abducting dozens of foreign crew members.

Zachary Abuza, a Southeast Asian security expert at the National War College in the United States, told AFP the Abu Sayyaf had been regularly staging long-range kidnapping raids, including in Malaysia.

"They clearly benefit from the woefully inadequate maritime capabilities of the Philippine navy and coast guard," Abuza said. "The amount of territory is very large, and these guys are moving on very small fast craft that blend in."

Chief of Navy Tim Barrett and Rear Admiral Adam Grunsell, head of maritime systems at Defence's capability and sustainment group, acknowledged there could be a design problem, though they stressed it was still being investigated.

Such a fundamental problem would raise the likelihood the ship's overseas manufacturers would bear the cost under warranty.

"Am I disappointed? Yes. We were not expecting to find this,"  Vice Admiral Barrett said in a briefing in Canberra on Friday.

What is known is that oils have seeped into sections in which they don't belong within the external propulsion pods that drive and steer the ship. In the Adelaide, metal particles have also been found in the oil.

The findings appear to indicate that problems with seals have allowed oils to move around. Different parts of the system use different types of oil of varying thickness.

This in turn may have caused bearings to be worn which could have produced the metal particles in the oil in the Adelaide.

Each ship cost roughly $1.5 billion. They were built by Spanish firm Navantia using a propulsion system made by German firm Siemens. British firm BAE Systems integrated the ship's systems.

Rear Admiral Grunsell said: "The three companies themselves are looking very closely and working very closely on the detail because they want to understand what caused this as well. It may well be a design issue."

Spain's armada has a ship of the same design, the Juan Carlos I. It has had problems but not of the same nature. Despite being commissioned in 2010, it has done less sea time than the newer Canberra or Adelaide, Vice Admiral Barrett said.

This appears to leave open the possibility that the ship cannot actually perform at the level the manufacturers stated. Vice Admiral Barrett acknowledged this possibility, as well as that there were basic design or engineering problems.

"All of those aspects are part of what we're considering at the moment," he said. "Until we've done this work, we're not in a position to be able to say that and I would not speculate on any of those outcomes but clearly in root cause analysis you have to consider all of those options."

HMAS Canberra meanwhile has been taken to sea to do further tests. Vice Admiral Barrett confirmed the Adelaide would miss Exercise Talisman Sabre with the US starting in late June, though he was still hopeful the Canberra could take part.

On the question of who bears the cost, Vice Admiral Barrett said: "If we have to change our requirement because of what we've discovered here … then clearly whether that becomes a warranty issue or something that the Commonwealth has to live with, that's the bit that I am sensitive about saying too much because that would be a piece that the Commonwealth would choose to take up at a later stage."
