IV did not related with your Pokemons ability to attack/defender ...The moveset do related with your pokemon skills & Ability. Ofcourse as for me I want the best of the best before I spend my Stardust ..Might as well wait for High IV and ideal moveset to spend your stardust . High IV mean my pokemon can get more extra cp compare those lover iv pokemon ....Hope this help

It's not like cast in stone but moveset first, 91% and up IV 15attk.

If it's cp is 2.8k and above, then you can consider p up slowly only for gym placement. It should nvr be given priority. I also have one.. post evolution 3,0xx cp. Now on 3,1xx. Parking at gym for a week now... Lol.

the kura-kura i meant was shuckle. Normally it's spawn rate is very low and only appear in a nest. but now it's easily spotted
