I'm quite certain (besides ProdigiesNation's claim), that TM drop rates are RNG. However, the drop rate of overall items from Tier 4 eggs is higher, which in returns provides higher chance of getting TMs.

Yesterday night, raided 1 ttar with full house (used 6 Machamps) but delivered 1 dmg (used only 1 machamp). Today raided another ttar with 11 ppl (used same 6 Machamps) but delivered 3 dmg (used 5th machamp). Both times received 1 TM each.

* The raid today was shocking - 11 players; 2 Machamps, 1 D9, 1 Vape and a sea of pink.

play a gym for more than an hours, still lose....everytime in the last round of beating the blissly, i were kicked out and need to restart the app, after that the blissly will back with full CP.

Yet another Ttar (CP 2078) ran away! This is getting ridiculous! Current record is Raided 8, 2 caught, 5 fled + 1 network/time-out error. That 5 is already 10% of my total overall raids!

In related news, i think Niantic done 'giving' everyone Ttars to prepare to face Legendary, Raid Bosses difficulty buffed coincidentally 20%, need at least 8 players for Level 4 raids. Bye bye to solo Machamp raid too
