Just before the todak statue at jln fuad stephan, there are a lot of seafood restaurant (gerai style). Not sure about halal cert, but usually muslim will go there.

For seafood, its is not much concern for the halal status as long as they didnt use alcohol or any non halal stuff together in the meal.
