is FFXIVs activation and play blocked on steam?.., ..from Malaysia. [Region Lock Concern]

The game is actually available for purchase from Singapore region, you can activate it just fine if you buy from there. Buying from SG will get you a US version.

Also...steam version expansion doesn't have region specific, so you can buy it from anywhere and activate it just fine.
