alternatively can buy Singapore Saving Bond, currently 2+ % per annum with a 10 years bond (Issued by Singapore Gov)

low rate (1%+) at the start then every year the rate increase  but you can withdraw anytime without penalty. IMHO better than FD if you foresee you wont touch your money for years.
