back to the topic, writing thesis in bm is really a headache. you need to translate somemore when you want to publish your thesis. and professor in ukm could sometime be quite delusional, thinking bm is the international language.
so Um > UKM.

Both OK. UM has a slight edge. Their biological science is famous, I've a few friends there.

Two ISI papers is kacang putih la. Honestly if one can't squeeze this out from a PhD, the quality of work is most likely substandard.

But it's not easy in the social science and management area.

Usually the ISI publication requirements are in the science area. In social science, usually SCOPUS will do.
