I want to buy a led monitor... IPS type. Dell brand. 22-23 inches widescreen... Can find out for me?

Alright guys, wanna build a PC for my bro. He using mostly for photo editing (Photoshop, Lightroom, illustrator) and sometimes playing games like Racing Simulator, but mostly for photo editing

[Budget] Around RM2500 but shouldn't exceed RM3000
[Purpose] Mostly doing work, playing casual games, watching movies (for my uncle) [Hardwares that will be re-use] Speakers most probably [Monitor resolution] 1080p [Games & softwares that use frequently] Work softwares, casual games, youtube email things like that [Personal preferences] A small build like Mini ITX (cause he has a small desk) Monitor + KBM has to be included in this budget DVD RW WiFi PCIE/Onboard Mobo 8GB RAM SSD would be better because he doesn't use much storage (around 120/250GB should be enough) [Location] Negeri Sembilan Btw wondering if can get GTX 1060 with this ? Hi there everyone, currently planning to build a rig.
[Budget] ~RM5000 [Purpose] Gaming and video editing [Hardwares that will be re-use] None [Monitor resolution] 2x 1080p 144hz+ and probably 4K TV [Games & softwares that use frequently] Premiere Pro, AAA games on Steam etc and maybe other creative suites apps to mess around with [Personal preferences] 32GB RAM, air cooler, don't need RGB Right now with my budget I'm was able to get a quote for around RM5.3k for R5 5600X, 32GB RAM and RTX 4070, all new parts. I was wondering if I should instead replace the RTX 4070 (~RM3000) with a used RTX 3080 10G (~RM2000) with 1 year warranty+. Or if anyone else could recommend me another build that would be great too. If the used RTX3080 way is to go, then maybe can knock down the budget to around ~RM4K (incl the GPU) Also, the monitors I was looking at were some LG 24" 1080p 144hz for ~RM550 (LG 24GN60R). I was looking for some 1440p monitors but all of them are near 2x the price for a 1080p equivalent monitor. If you have any good recommendations for them, do let me know too, IPS preferred.
