There is a significant flaw in your assumption which is all petrol & diesel is subsidized.

The biggest market for commercial diesel is in shipping at the ports. Company with huge fleets also have their dedicated diesel refueling facilities.
For petrol company with huge fleets and also petrol perks for staff is charged at a different rate since the volume is big which the company has a specific account with the oil company. As for figures there is only market intelligence which you need to pay a hefty price to get them. So I don't have it.
