Even from 2013-2017 in this 10 years chart, the latter out performed PB CPE.

Why is this? Shouldn't the period of 2013-2017 in this 10 years chat match with 5 years chart of the same period?

I think you match the graphs incorrectly.
You notice when the graphs are plotted, the starting point are always the same. But the ending points are different. From the difference in the end points, you deduce the relative gain difference.
For the 10 year graph, when you study the performance in the funds NOT from the plotted starting point, then the ( intermediate 2013) starting point are already offset by the gain accumulated from the original starting point. So the graph is "lifted up" already at beginning of 2013. So your end points need to be subtracted from the "offset" at 2013.
