need to know what type of monitor supports 144hz with my cpu specs?

i7 - 4790
GTX970
16GB RAM

im currently usin dell23U (something) IPS
but i want to get a monitor which supports 144hz to fully utilize my gaming performance
basically, i dont understand whats the difference between TN panel and non TN panel.
read about it in google but still dont get it....
the MS response time also....dont really get it
does that mean getting a 4k HD monitor supports 144hz ?

the main reason: pure gaming monitor, i got the dell for tasking other things

my budget: less than rm2k
size: 23-27inch if possible

any recommendation?
