At least for Public bank since the atm/debit card is linked directly to your bank account, you can just select your debit card and it will instantly deduct the amount from your bank account and pay. Some other bank require you to "top up" your debit card by transferring funds from your bank first. And no when you try to pay on Paypal using your bank account, there's a waiting period of at least 3 working days. Well you could top up the funds on your Paypal account with your bank account few days in advance if you know you are going to shop next week, something like store credit. TBH no one uses fund on their account to shop anymore nowadays unless you are selling stuff online.

Not sure about other bank debit card but as I said previously that the Public bank's atm card that you would get when you open a new account is also a debit card. It's linked directly to your PBB bank account and you can pay as long as you have enough money in your bank account. If not just ask someone to transfer to your account or use atm. Last time when I used CIMB debit card, it's on a separate account so I have to do online transfer from my CIMB account to the debit card account before buying stuff.
