I am very agree on this. This is truely FUP applied, fair to everyone. But Malaysia telco abused the FUP term as "Quota".
For those who can spend more than 1tb per month, seriously, is it a personal usage? If it is not, you should not sign this plan at the first place, because it against the tnc.
Peoples are just complaining the digi worse speed, got quota, no coverage. But nobody thanks digi who start to a "truely" unlimited (at least a very huge quota) plan with free tethering. It will totally change the market trends, wired & wireless ISP. Peoples who live in kampung, who has only 1m streamyx, can have better choices. Peoples who 2 houses, no need apply 2 fixed line for RM300+ for both places. And many other scenarios...
For the big 4 telco, just only Digi willing to start the war. Maxis has the best infrastructure, but they are the most expensive and also, they just forced to retrieve the business unlimited plan few years ago. I don't see any potential they will start the war again. For celcom, they are just partner with webe and TM, i still don't see any potential from them, release plan to hurt its own sister company. Umobile, i believe they may start the war, but they have no strong infrastructure enough. If we wait for umobile, i believe we have wait another 1-3 years.
But now, we are waiting to see the 2nd telco to release it.

We consumer choose the proper package from what is advertised. If it's unlimited, means unlimited. If it's 100gb then it's 100gb. Whether how we deal with the download it's our right. Be it a 1mb or 100tb it's our own right to download. If they are worried of ppl abusing the traffic, then simply state the limit.
The correct way to deal with this kind of issue is a proper and clear advertisement. Telco can implement whatever they like, but be clear and transparent upfront. Hence consumer and choose the proper package that best suits themselves.

I very agree that every telco (or every businesses) should do in proper and clear way.
I am not defending digi, but view as an IT executive, we have no idea how is digi billing system work. From advertisement, yes, it is truely unlimited, But computer system is stupid. Unlimited still has a digit or amount. (For some case/system, infinite can be 0, but sometimes 0 is none.) So let's say digi system, maximum amount is 999GB, and 0 = 0, so what's wrong for digi to set 999GB for unlimited plan. There may have many possible which we cannot see, eg: 999GB = never deduct plan, or system renew 999GB again for unlimited plan. Or it is a really 999GB plan.
And if you really can spend up 999GB, sorry to say Fair Usage Policy shall apply on you. But not cap on your Quota, but speed. Limited your speed to a reasonable, and not affecting to the other.
FUP fair usage policy is a loophole for telco to change their qouta. i think with nowadays current usage 1tb is fair enough and ppl in right mind will not surpass this threshold. but misleading ads is big issue and unlimited qouta will kill users like me who use 70 to 100gb per month. i cannot stream full hd drama with slow speed.
now cannot reach 20Mbps after digi introduce infinite postpaid..
