I have an aeon credit card which I didn't use for a while and with credit balance before annual fees was charged.

Decided to cancel the card but was told by aeon credit branch that I can't cancel the card as there's a debit balance of approx. RM100, due to annual fees charged to my cc account. I refuse to pay as I didn't use the card at all for a few months. Can I insist on the cancellation without paying the annual fees? What are my options?
