Setting a lower power can test if the PSU is the problem.. if it doesn't insta reboot when it is set lower, then it means the PSU is tripping due to overcurrent. That gigabyte has a power limit of 280W (not 250w as i originally mentioned). I tried setting my gtx970 to 75% power limit and it still able to clock 1340mhz.

Just some updates in case someone in future found this thread, upgrading PSU works like magic. PC seems fine now.
