The England midfielder is currently on a season-long loan at Bournemouth who became the latest side to be overwhelmed by Conte’s team when they suffered a 3-0 defeat at Stamford Bridge on Monday.
That was Chelsea’s 12th successive league win and Wilshere admitted the west London club deserve to top the table ahead of the turn of the year. “They look like champions at the minute, for me at the moment they're the best team in the league,” he said. “There's still a long way to go of course, you can't say they're definitely going to win the league but at the minute they look like the strongest.
"They've found this new formation that works for them. I've always thought it's a tough place to come anyway. I've been here a few times with Arsenal and we've only won once but they're more ruthless, they know what the job in hand is, they go out there and week in week out they change their game planning depending on who they are playing. I think that's the sign of a top team.”
He added: "There's a long way to go and they look strongest at the moment, and they are starting to open up a gap which it's difficult to claw back as the months go by.”
The performance of Eden Hazard in a central striker role was one of the reasons Chelsea extended their winning run. The Belgian scored, taking his tally to nine league goals having been forced to wait until late April for his first league goal last season and Hazard believes Conte’s side is a very different team to the one that underperformed last season.

The Blues stretched their run of victories to 12, a club record, with three points against Bournemouth.
And Conte sees no reason why his side cannot keep on notching up the wins on route to the Premier League title.
He said: “The players deserve this. They are showing me great focus.
“I hope to continue (winning) until the end of this season. It’s not easy. We will have another tough game against Stoke City.
“In this league every game is very tough. But I’m pleased to see my players with great concentration, great focus and great will to continue in this way.”
And Conte reckons Chelsea sent an ominous message to their title rivals by winning without Diego Costa and N’Golo Kante.
Two goals from Pedro and a penalty from man of the match Eden Hazard sank Bournemouth and Conte added: “We sent a good message, in general.
“A lot of people waited to see if without two really important players, Costa and Kante, we could lose points.
“It didn’t happen. I’m pleased for this. I can count on all my players in the squad. It’s not easy to win 12 games in a row in this league.”
Conte also insisted £33m misfit Michy still has a future at Chelsea despite getting on for only a matter of seconds in injury time, with Hazard preferred as Costa’s stand-in up front.
Asked if Batshuayi, who has yet to start a single Premier League game, would be loaned out, Conte replied: “Not at all.
“He is a new player for Chelsea and to go on loan now is a defeat for the club and above all a defeat for me. In the future I trust in him.
“Michy Batshuayi is a really good player but he’s a young player and he’s trying to adapt to this league and this football.
“We have to continue to work with him every day to try to improve him to bring him in the best condition to help us in this league.”
Chelsea can break Arsenal’s record for consecutive wins in a Premier League season with two more victories.
But Conte said: “For me it’s important only for the table. With these 12 wins in a row we took 36 points. For me it’s important only for this. I always thought the record is not important.”
Asked if he thought he had played the champions elect, beaten Bournemouth boss Eddie Howe replied: “There is very little between the top teams, it depends on which day you catch them.
“There are several teams who will fancy their chances of winning this league. Chelsea have match winners, players who can decide a game in a moment.
“They have got a great chance of going all the way, their manager has done a superb job, they are very strong.”

And his performances have not gone unnoticed, with Juventus keeping tabs despite closing in on Axel Witsel.
However, Calciomercato claims Chelsea and City are leading the race for N’Zonzi’s signature after Juve balked at his release clause.
Sevilla have told interested parties they must meet the 28-year-old’s £25.5million buyout in full, with the Spaniards reluctant to do business after working their way up to third in the league table.
But Chelsea are keen to bring in reinforcements after allowing Oscar to seal a £60m move to China, while doubts linger over the long-term future of Cesc Fabregas.
City are also in the market for a midfielder after losing Ilkay Gundogan to a serious injury, but Pep Guardiola could lose out to Antonio Conte after N’Zonzi previously revealed his delight at the possibility of a Stamford Bridge switch.
He said in November: “It’s nice, it’s good [to be linked with Chelsea]. But I always say that this type of club is interested in other players too. Until there is something concrete, we must remain professional.”

The 20-year-old box-to-box midfielder has scored six goals in 16 Serie A matches this season and has helped his side climb to sixth in the Italian top flight.
Impressively, Atlanta are only three points off a Champions League spot and Kessie has played a vital role in pushing them up the table.
And Chelsea are now ready to bring him to the Premier League, according to France Football.
The Blues are not alone in being keen to land him, with Serie A champions Juventus also keen.
Manchester United manager Jose Mourinho also spoke with the player on the phone in November.

The 22-year-old has been the standout star for Leverkusen this season, with four goals and four assists in 13 Bundesliga appearances so far.
And the Daily Mail claim that Antonio Conte has sent scouts to keep tabs on the attacking midfielder.
Calhanoglu, whose current contract expires in 2019, has been already linked with a move to Stamford Bridge this season.
Antonio Conte has been linked with signing a new midfielder in the January transfer window following Oscar’s £60 million exit to the Chinese Super League.
Elsewhere, Conte has confirmed that Michy Batshuayi will not be sent out on loan in January,’ said the Italian.
‘He’s a new player for Chelsea and to go on loan now is a defeat for the club and for me.
‘Every decision I make is because I want to win. I try to make the best decision for the team but I am sure Michy will have the possibility to play in the future.
‘I wanted to give him the opportunity to play and have another appearance and it happened at the end.
‘We have to continue to work with him every day to try together to improve him, and to bring him to the best condition to help us in this league. We need him.’
Calhanoglu has four goals and four assists in 13 league games this season.
