Daylight Savings Time (DST) does have an impact on what time is the maintenance period.
Blizz just provides a general timeline that they are doing maintenance. If they finish early, good lor. However, if they do find a glitch that needs fixing during that time period, they will down the server again without any notice on the forums (since it's already up) or in-game. So if you wanna play during that time, it's at your own risk lor. Coz if Blizz did reset the server, it would be at the last known save which had "good" data and not at the point that they resetted.
