Kalashnikov Concern has delivered the first batch of Saiga-12S 12 gauge shotguns to the Indonesian national anti-drug agency (BNN). The amount of purchased shotguns and the prices are not disclosed. Judging from the expression “first batch” the delivery will be done in multiple stages.

Rheinmetall Defence (Stand 09-A10) is marketing its capability to upgrade the Leopard 2 main battle tank (MBT) to extend its operational life, as well as enhancing its capabilities.

The German company has already won a contract to provide upgraded Leopard 2 MBTs to Indonesia along with Marder 1A3 infantry fighting vehicles (IFVs), as well as support vehicles including armoured recovery vehicles (ARVs) and armoured vehicle-launched bridges (AVLBs).

This programme will be completed in 2017.

A contract has also been won to upgrade Leopard 2 MBTs used by Poland, and Rheinmetall is one of the two contractors awarded Assessment Phase (AP) contracts from the UK Ministry of Defence for the Challenger 2 Life Extension Programme (LEP).

The Leopard 2 upgrade is modular to enable it to be tailored to meet the end user’s specific operational requirements. The existing 120mm L44 Rheinmetall smoothbore gun can be retained or the 120mm L55 smoothbore gun fitted, which extends the range of the weapon by 1,500m when firing kinetic energy (KE) ammunition. The 120mm weapon can also fire the latest DM11 programmable high-explosive (HE), as well as the latest KE rounds including the DM63+ new generation. A remote-controlled weapons station (RCWS) armed with a 7.62mm or .50 machine gun can be fitted on the roof to provide a close-in self-defence capability.

The existing hydraulic gun control equipment (GCE) can be replaced by all-electric GCE and new sighting systems can be installed, including a new commander’s panoramic day/ night sight to allow for hunter/killer target engagements to take place.

Cameras can be fitted to provide situational awareness through a full 360°, and an auxiliary power unit can be fitted to allow all of the key subsystems to be run with the main diesel engine switched off. A high-capacity air-conditioning system can also be installed, which is considered essential when operating in high ambient temperature conditions.

Survivability can be enhanced by the installation of additional passive armour solutions or an Active Defence System (ADS), which would neutralise a variety of incoming threats to the platform, including missiles.

As well as supplying upgraded Leopard 2 MBTs, Rheinmetall can supply Buffel ARVs based on surplus Leopard 2 chassis, and the Kodiak armoured engineer vehicle (AEV).

The Kodiak AEV has been developed in association with RUAG Defence of Switzerland and has already been sold to the Netherlands, Singapore, Sweden and Switzerland.

JAKARTA: A terror suspect died on Monday (Feb 27) after being shot in the stomach by West Java police in the city of Bandung, said national police chief Tito Karnavian in an interview with local news channel Metro TV.  

The suspect, who died on the way to Bhayangkara Hospital, had engaged in a gunfight with security personnel after allegedly detonating a pressure cooker bomb in Pandawa Park.  

West Java police spokesman Yusri Yunus, in a live Metro TV interview, earlier cited eyewitnesses as saying that they saw two people on a motorcycle at around 8.30am in the park looking suspicious. One of them reportedly carried a backpack.

The same suspect then put the bomb on the ground and after it exploded, the two were chased by members of the community. The eyewitnesses said the driver of the motorcycle rode off, while his passenger ran into a nearby government building.

The suspect allegedly set a room on the second floor of the building on fire and after firefighters attempted to put out the blaze, the suspect went down to the first floor where a confrontation with police occurred.

The alleged bomber was injured in the ensuing gunfight and Yusri said the police then seized a backpack, the remains of a second bomb, a knife and a firearm from him.  

Local police chief Anton Charliyan said nobody else had been hurt and everyone had evacuated from the building. 

"We tried to negotiate but instead the perpetrator tried to burn (the place)," he told Metro TV.

Anton had said in an earlier report by online news portal Detik.com that the suspect had demanded the release of counter-terrorism unit Densus 88 detainees . No specifics were given. 

The man was not identified, but according to Yunus, he was in his 30s or 40s.

Boustead Naval Shipyard (BNS) has laid down the keel for another 111 m Second Generation Patrol Vessel - Littoral Combat Ship (SGPV-LCS) on order for the Royal Malaysian Navy (RMN).

The vessel, which is the second of six 3,000-tonne ships ordered under a MYR9 billion (USD2 billion) contract, was laid on 28 February in a ceremony presided over by the country's deputy defence minister, Mohd Johari Bin Baharum. The programme's first-of-class was laid down in March 2016.

The SGPV-LCS is derived from the Gowind 2500 design produced by French shipbuilder DCNS. The ships will be armed with BAE Systems' 57 mm Mk 3 naval gun, two MSI-Defence Seahawk 30 mm guns, and two J+S 324 mm triple tube torpedo launcher systems.

To bolster the platform's defensive capabilities, Malaysia has reportedly selected the Kongsberg Naval Strike Missile (NSM) anti-ship missile and MBDA VL Mica point defence missile systems.

The first SGPV-LCS is expected to be delivered in early 2019.

SHAH ALAM: SPH Delayed. The plan to buy the M109 SPH for the Army has been deferred due to the current budget crunch. The timing for the purchase remained uncertain and will depend on the final approval of the government, Army chief Jen Zulkiple Kassim said in an interview ahead of the 84th anniversary of the Tentera Darat today (March 1, 2017).

The government signed the LOI for the ex-US National Guard M109s at the DSA 2016 and it was envisaged that the contract would be signed before year end. For more on the plans to purchase the SPHs go here. Zulkiple said although the SPH would be transferred to Malaysia for free, the cost for transporting and upgrading the vehicles were still beyond the current budget. The decision to defer the M109s was the same as the cancelled Brunei Blackhawk deal.

Fortunately, the other contracts signed at DSA 2016 like the FAST ballistic helmets and simulator system are going ahead as confirmed by Zulkiple.
US Army cadets train with the DSTS system during Cadet Summer Training 2015 at Fort Knox, Ky. The DSTS is now operational with the Army.

As for the MD Helicopters MD530G light scout attack helicopter contract, Zulkiple confirmed that the aircraft will be delivered by year-end or in early 2018. .

The Army Air Wing will also be receiving 12 Nuri helicopters from RMAF an increase of two more from the original plan, first announced in 2010. Four Nuris are already operational with the PUTD with another four expected to be delivered this year while the extra ones are expected in 2018. No decision has been made on whether these Nuris will be fitted with digital cockpits planned for RMAF’s aircraft.

The army chief also confirmed that the Ready to Deploy Battalion is the unit promised by the Prime Minister for future peacekeeping operations under the United Nations banner.

As for the Gempita 8X8 APC, Zulkiple – in a reply to written questions from Malaysian Defence – will be delivered in stages until 2020. He declined to reveal the numbers already delivered but stated that it was according to the schedule.

He however declined to identify the units that will operate the Gempitas apart that it will be one mechanised and two armor units.

For the record, Malaysian Defence had reported that the 19th Royal Malay Regiment (Mechanised) and 1 Kor Armor Di Raja are operating the Gempitas though the latter has just transitioned to the 8X8s only recently.

Zulkiple also declined to name the units operating the Lipanbara and the numbers already delivered. He however confirmed that the Dillon M134D mini-gun is the primary weapon of the vehicles.

Airbus is currently in the process of flying out an A400M Atlas multirole aircraft to Indonesia in a showcase of the platform's capabilities, sources within the Indonesian Armed Forces (Tentara Nasional Indonesia: TNI) has confirmed with Jane's on 1 March.

The aircraft will be landing at the Indonesian Air Force's (TNI-AU's) Halim Perdanakusuma base near South Jakarta, where guided tours of the platform's features will be given to senior military and government officials on 6 March.

The A400M is currently a front runner in Jakarta's bid to improve its military airlift capabilities. Jane's first reported in January 2017 that the Indonesian House of Representatives' commission on defence, intelligence, and foreign affairs (Komisi I) had approved a sum of USD2 billion to procure up to five A400M platforms, although a contract for the acquisition has yet to materialise.

The funding has been allocated with the condition that the final three airframes undergo final fit-out at state-owned PT Dirgantara's facilities in Bandung, in a bid to transfer expertise to local aerospace industry players. Once a contract materialises, the A400M is expected to be ordered in the transport and utility configuration.

SHAH ALAM: Eagles, Typhoons or Tornados? Or none of the above? Defence Minister DS Hishammuddin Hussein was quoted as saying that Malaysia is looking into the possibility buying “excess” Saudi aeroplanes and helicopters.

He did not identify the actual type or numbers apart from saying that he will need to talk further with his Saudi counterpart for the final details. He told this to reporters after sending off King Salman Abdulaziz AlSaud of Saudi Arabia at the Bunga Raya Complex Wednesday. The Saudi King was in Malaysia for a four-day state visit.

We aim to develop our own turret systems with the Turkish Defense Companies and we wish to initiate the serial production with our own turrets. Our turret selected by Indonesia exists over the prototype at the moment. Engineers of our Indonesian partner PT PINDAD have been collaborating with us since the beginning of the project and throughout all development and production stages. We will be manufacturing the first prototype at the FNSS facilities.  

Presently we started the production and the production of the first prototype will be completed by the first quarter of the coming year, and subsequently the engineers who were trained here and involved in all the processes will be manufacturing the second prototype with our support at PT PINDAD facilities.  

The second prototype manufactured in Indonesia will be displayed in operation at a special day of the Indonesian Armed Forces on 5 October 2017 and afterwards the user acceptance tests will be launched and the Indonesian Army will be receiving the certification.”

SHAH ALAM: PCU Gagah Samudera, the first of two RMN new training ships, was handed over to the navy on March 1. It is expected the DSME-designed ship will be commission soon.

The commissioning could be done before LIMA 17 so the ship could take part in the show at Langkawi. With MMEA commissioning its first NGPC this month and another new ship – albeit second hand – taking part in LIMA, it is likely that RMN will want a new ship at Langkawi also.

That said it is unlikely that RMN will rush a ship for commissioning just to save face. Gagah Samudera has been on sea trials for more than six months now and it’s likely that the ship is now ready for her commissioning.
