It's likely that the TMNet representative you talked to was just making stuff up, much like my own experience with them when I called them up a few months ago regarding the bad latency in WoW. Back then it was just the onset of worsening latency, and after months of putting up with the laggy gameplay I finally gave up and tried calling them up and complaining about the situation. The representative on the other end of the line told me that Blizzard was--no joke--blocking traffic from Malaysia, and they could not do anything about it.
What a load of bull.
He didn't even bother forwarding my complaint, or even look into the matter, but simply shrugged and pushed the blame to another party. A friend of mine lodged a similar complaint, demanding to know why the service was so bad, and the person on the other end of the line claimed ignorance and avoided giving him an answer.
TMNet is touting their broadband service as THE solution to high-speed internet tasks in Malaysia, including large file downloads and smooth online gaming, neither of which are entirely possible, with the throttling of bittorrent bandwidth--even for legitimate and legal downloads--and this latency problem with WoW.
Sadly the only solution now is to work around the problem by hoping you hit the right IP, but it doesn't have to be this way. Call them up and complain, I'm sure the WoW playerbase in Malaysia is large enough to make themselves heard
