So I kindly appreciate anyone who might have any idea or whatsoever.

I get the same problem when i connect from work. IP range is also 118.xxx when i notice my latency is around 2k-4k! It takes me about 10+ reconnects to get a different IP range. 115.xxx is much better and is usually around 600ms. Thus, all i can say is go IP hunt abit harder and if you dont get any other IP range, tough luck. BTW i am connecting from Cheras area.
