MOST LIKELY is the route that causes you to frequently face problem.
60.49.55.237 appears to have at lease 1 peering point prior entering 10.55.192.0, just imagine a 3lane road from A to B or a 3lane road from A to B with many junction (traffic merge la)
second might be qos at tm side..
