Haven't played much recently due to CNY/Work. Connection wise it varies a lot regardless of IP from my experience.
Regardless of the IP number, it usually comes down to how the time of day. Mornings for us are best generally, but probably cause I play on a busy server (Stormreaver). Connection is worst around 10pm-3am for gaming (I work nights so am able to sneak most of my gaming then

Info probably won;t be that handy unlss you're a EU player though. Can be annoying that my guild generally raids from 3am-6am sometimes
