Possible wrong reading? Band 40 instead of 38 as shown?

Because the last time I heard, is Webe applied for permission to refarm 2300MHz for band 40. I've never heard any news about band 38 so I assumed it's band 40 rolling out.

It appears from picture (see attached) that webe rolled td2300 (band 40) first,  and will only implement band 5 at the end of 2017.  Is this true?    But why everyone is talking about band 5?

What did I missed out something  here?
*
From this picture, early 2017 roll out band 40.
Middle 2017 roll out CA for intra-band CA in band 40.
End of 2017 roll out CA for 10MHz (band 40) + 20MHz (band 40) + 10MHz (band 5)

Band 5 had already existed ever since when TM are using the CDMA phone service.

So far anyone detected band 5 on their phones ?
I need to test to see if my phone work on band 5

When they implement band 5 in a particular location, then there won't be band 40 there as well?  So if my phone don't work on band 5, then will have to fall back to 3g?
*
It's safe to assume 95% of the places without band 5 LTE will not have band 40 LTE

If both location have the two bands operating at the same time, then which station will the phone lock onto then?
*
Most of the phone chooses higher frequency band which is band 40 in this case and if the signal strength is too weak, it will fall to lower frequency band band 5 in this case.

Wow this is getting more confusing.. Yes Desa Wira. So you mean in Desa Wira I cannot use webe even the simplest most basic 3G? I look for LTE definition here (http://www.ianswerguy.com/what-is-3g-4g-lte/), LTE is true 4G, while 4G without mentioning LTE is just a better more improved 3G (amirite?).
*
Right now there's two 4G standard which is commonly used which is Wimax and LTE. Only P1 and Yes is running wimax now and expected to be shut down in favor of LTE in near future.

Now I can confirm which frequency band connected just by looking at the Cell ID. Single digit = band 38
double digit = band 40
8 digit = band 5

want to know more bout webe, webe is basically p1 right? so, webe selling data now. how bout VoIP? do they sell it too?
*
So basically P1 is rebranded as Webe after TM acquired p! as it's subsidiaries. As for Wimax, they are still offering it under the p! brand but it's expected to be shut down in near future.

After doing some reading, seems like webe can't use whatsapp/wechat call or FaceTime?

And also video streaming will be capped to 480p only?
*
Video streaming quality is not capped but the speed is capped to the speed that it can't smoothly stream quality higher than 480p without buffering.

Sorry.. got any page that says this?
Theoretically.. 200kBps is enough to run HD (720p) right.
(Coz normally.. a 1.5mbps is enought for a smooth HD playback)
*
720p need around 3.5MBps to 4MBps depending on playback rate
