No need. It's normal for banks to charge pre-authorised amount of RM 200. It's just to block the credit limit, it will be added back into CL later.
Banks will only charge actual later.

1) share the sms for 2nd transaction of RM15.
2) is your sister sure she didnt pump RM15? What is amount from the petrol receipt show?
3) call CS to find out what is the amount charged to the card.

all information is with you/your sis and calling CS to ascertain the accuracy of the charging.
