For excess balance, I am not sure how to refund if no saving accounts. Properly need to IBG, else, you has top up and use it on Shopee that allow rm1 range topup
But for SST excess, because the self help can't allow you to submit, so need to live chat to ask them to cancel, this might work if you used any amount after SST
Retention team is like always the same person during my few years with them, I wondering if it is 1 person team

Sometimes, you can ask if they can offer you 0% 6 months BT from retention team, I believe 1 year can ask 1 time if your account has the option
