 Apartment common facility rental

I have a quick question on apartment common facility rental e.g. multi-purpose hall, gym. Is it a norm for the apartment management to charge rental for those facilities?

In my case, the previous management only takes refundable, money deposit when we use the multi-purpose hall. After the new management takes over, they now charge (RM30 per hour if you need to know) without informing the tenants.

Depending on housing developments, some may charge but mostly don't.

Common facilities such as the swimming pool, the gymnasium, badminton/squash courts are free to use and is on first come first save basis. You can't "book/reserve" the entire place for the entire day because you simply just can't, that's why it's called "common".

However, for facilities like the hall and some "unique features" of the housing development such as a "Sky Deck", the management can charge a fee for usage.

Whatever it is, go to your management and tell them to point out to you which clause in the House Rules entitles them to levy payment on you. If they failed to then contact your president of the Joint Management Body/Management Corporation and inform him/her on this.

Unless otherwise approved/sanction by a majority resolution held by the JMB/MC, the management cannot do anything at their own accord. It's ultra vires.
