not sure from me also. The website you given is reply using UM4 while the sms is reply by UM5... not sure it is identical promo or not.

Is it possible to change it? If yes, what is the best day you guys would suggest? Payday or end of every month (30th/31st)?

If you're in big cities then you might look for booths as they might have some freebies. Else you UOB website, they are quick and resourceful to respond to your application. 3rd party like Ringgitplus might confuse and ask you take other cards too.

Mastercard im not sure

but Visa I had called in to enquire before... 1% bank fee and exchange rate based on Visa.
