studio apartment of course can cook, unless the owner says cannot and put in black and white. some do as avoid risk of burning the place or kitchen become oily.

There is no building wide ban to my limited knowledge. Some high end KLCC apartments have piped gas so you'll have to use their supply.

I recall one such condo had explosion which unfortunately caused tenant demise

My own apartment is installed induction hob and microwave. Didn't consider gas because it's inconvenient to transport gas cylinder from lobby up till 19th floor.

some landlord will NOT permit fire cooking

you can use induction or electric stove of course microwave but no, cannot
have stove with open fire burning

some landlord permit but some management do not - if security spot checks
and find out - owner will get penalty and you will soon be looking out for
a non-studio place to live

yes don't believe? try
