Recently my apartment's JMC raise fund for a Special Project, and the cost incurred will be shared among owners... May I know what is the proper procedure of asking this payment from owners?

via AGM or EGM with simple majority can pass the resolution

I have checked with other, she said it is a need to have 1/4 of residences to attend the EGM, then only can pass... abit confuse on this part...

can go and look at Strata Management Act 757 - your questions will be answered. This isn't strange, some buildings may have inherited problems that make it so you need to raise money fast.

yes 1/4 owners to sign the petition to ask for EGM. but not all are eligible to attend EGM (must clear outstanding 7 days before EGM), lets say 100 owners, u need 25 signature. if only 20 people attend , 11 vote can pass the resolution
