Speaking out of thin air, but BNM probably wants local entities to back the payment process, aka local banks. Local banks don’t want to use the process coz of the fees (which they could take for themselves if they use their own payment methods). If I’m not mistaken, other local payment providers are also much cheaper than Apple Pay/provide other benefits.

Couldn’t pay at Jaya Grocer today with Apple Pay. Cashier was adamant that they received instructions not to allow Apple Pay, said it might be some payment issue. Reached out to Jaya Grocer by email and they have clarified that they have briefed all staff that Apple Pay is accepted for payment.
