11k per person for a romantic proposal may be on a low side. Food , lodging wouldn't be the salarymen. Sushi is like 2k yen atleast per person.
What about snacks and shopping. Unless u are saying no post proposal shopping

standard ryokan area for that region so educated guess.
enjoy Nikko one of my favourite area in japan for its scenery. Let see my latest trip to Kurokawa Onsen can overtake Nikko.
