For last month, even you didn't pay the bill, Celcom will continue to carry foward your outstanding amount to be add up with current month billing. Unless last month you request for line termination, then only Celcom will not continue to charge you current month billing.
The status of your postpaid account will be different. "BARRED" status if you didn't pay the bill on time until certain period, whereas "SUSPENDED" status when you request line termination may be last month for e.g.
Now you have 2 choices, you can terminate your postpaid line and pay the outstanding amount or you actually can continue with the service by paying first the outstanding amount, then the service will be back connected.
Just from my understanding. Yes you are right. Your explanation is similar with celcom ocs.
I have contacted with celcom ocs just now. The staff really helpful as patiently giving a satisfactory explanation to me.

I really don't understand what justice are you trying to seek, if everyone is like you then all telco will be wound up. Just pay what you owe people.
Bro, don't be too harsh when commenting la bro. I just need somebody to enlighten my issue. That's all. This is not kopitiam.

As this is a Postpaid Plan, you'll have to pay the basic monthly fee whether you use, don't use, or the line's barred, since it's rightfully still your line unless you ask to terminate it.
I'd advise you to make the payment as soon as you can (or get it terminated, presuming there's no contract), otherwise you'll end up seeing another RM90 (+GST?) added to this new outstanding balance.
Ya. You are correct indeed. Just paid full amount now. Like you said, I'm afraid that another new RM 90 will be charged again. Hehe. Gladly, no more overdue. Just now, they have charged me reconnection fee for RM 10. But for me, its ok. Assume it as a penalty as I did not pay on schedule.
